After three years of protracted diplomacy, the intergovernmental negotiating body of the World Health Organization (WHO) reached consensus on a new international legal instrument on pandemic prevention, preparedness, and response—a powerful international commitment to global health. The Pandemic Agreement was adopted by WHO member states at the World Health Assembly on 20 May 2025.1This global health law reform is a significant multilateral success at a moment of international division, offering structured pathways to guide pandemic preparedness and response.
